IQNA – Al-Azhar’s Observatory for Combating Extremism has strongly condemned the Israeli regime’s so-called “Humanitarian City” project in Rafah, calling it a pretext for ethnic cleansing of Palestinians.

The body has warned that Israel’s plan to construct the so-called “Humanitarian City” in southern Gaza is a calculated step toward creating what it described as a “mass prison” for Palestinians under the guise of aid and shelter.

The Observatory said the initiative marks the initial phase of a broader Israeli strategy to depopulate Gaza of its indigenous residents. “This is a deliberate and destructive displacement campaign aimed at reshaping the demographic and political realities of the occupied territory to serve the settlers’ agenda,” it stated.

Leaked details of the plan reportedly include detaining at least 600,000 Palestinians under tight security checks, restricting their movement, and controlling all humanitarian access. “This is an attempt to create a climate of deprivation and coercion that could pave the way for so-called ‘voluntary migration,’” the Observatory added.

According to Israeli media, the plan would require Gaza entire population of over two million to be moved in the city eventually.

The group noted that the Israeli regime will exploit any potential ceasefire period over the next 60 days to establish a buffer zone that facilitates systematic displacement under international cover. “Using humanitarian language to legitimize this crime is a blatant deception of global public opinion,” it said.

“Voluntary migration does not occur under bombing, hunger, and devastation,” the statement noted, calling it a “false label for systematic ethnic cleansing,” the Observatory added.

The body urged the international community and human rights organizations to urgently oppose what it called a racially motivated policy that risks triggering irreversible demographic shifts and wider regional instability.

Since its inception in October 2023, the warfare has already claimed the lives of more than 58,700 Palestinians, mostly women and children.
