“Tarteel is not only the governing spirit of Quranic recitation,” he said, “but also the spirit that shaped the revelation of the Quran and the implementation of its teachings.”
He was speaking during an event where a host of his students had gathered to mark the National Teacher’s Day and appreciate his decades of efforts to promote Quranic recitation.
Speaking about the importance of order and moderation, Mousavi Baladeh explained that Tarteel must be observed at every stage — from revelation to reading and applying Quranic laws. “Tarteel in revelation, Tarteel in recitation, and Tarteel in implementing the rulings conveyed by the Quran — all are essential,” he stated.

He pointed out that the Quran itself was revealed over a period of 23 years, which he described as a reflection of Tarteel in action. “Why did it take 23 years? Because the verses needed to be revealed according to the conditions of the time,” he explained. “For instance, during the Battle of Uhud, the verses that were revealed addressed the situation Muslims were facing then. Other occasions brought different revelations.”
Mousavi Baladeh emphasized that in recitation, Tarteel primarily means avoiding haste and extremes. “It flows in an organized way — neither too slow nor too fast. That balance and order is the essence of Tarteel,” he noted.
